Quick video editing program question

So, I'm not sure whether this should go here or G&T, but since I need advice on finding something, I'll put it here, and if I'm wrong, a mod can move it.

Anyway, is there any freeware (or not) program that one can use to take a video file and split it up by scene automatically? Perhaps something that'll go through footage I've already uploaded, see where there's a cut, and seperate it into seperate files automatically?

Or even a program I can use that'll just do it as it uploads - i've got no issue with re-uploading the footage.

Unfortunately, I'm on a PC, so I realize my video editing options are limited - but this seems to be a fairly simple thing. Any clue?
