I agree that SOME of the pumps need to be left on when we start taking on water.
But Neptune's Bounty is NOT an essential part of a functioning Rapture.
I'd hate to overuse our power supply just when we need the searchlights or something.
Wasting power is not cost effective.
In this scenario the only efficient way to run this is to have the exact number of items that can use the exact amount of power that is output by your two state reactor. If you have one failure you then become.... inefficient.... Also, any machinery that does not need to be on all the time such as pumps are wasting power by not being used continually, despite the fact that constantly running them will make them break down faster.
No, the way to go here is a Variable option reactor with smart relays and a dynamic power rerouting station for power collection and energy storage meant for non constant use items. I hereby propose that we build such a machine with the strength of our own arms, the ingenuity of our finest scientists and the genuine satisfaction that comes from a hard days work. The whole project should take 3 days to complete and only requires 10 people, feel free to volunteer to build a better tomorrow.
Evacuate Neptune's Bounty so we never have to waste energy on pumping the water out of it. Trying to keep every area going is not going to be practical.

That said, I suppose if the pumps are already off in Neptune's Bounty, we would be warned if it were taking water. I can see your reasoning in trying not to make everything blow up.

Not that it's really an answer, but all of the locations mentioned are connected by bathysphere and not by walking in the game.

Presumably that's because in the game, most of the connecting tubes would be underwater or inaccessible, and bathyspheres are the most convenient way to make for LONG DISTANCE travel that runs less risk of being killed.
With everything else going down, do we really need someone preying upon the bee sting allergies of our fair populace? I think not!
