Mandarin - Because old school racial stereotypes never die, they just bide their time until they're awesome again.
Loki - He's the god of trickiness going up against the trickiest man in existence. Sure, Luthor brings a good game, but he's going up against the personification of his MO here.
Brainiac: Kills Mandarin, then for good measure destroys the planet and preserves a city in a bottle. That is how he rolls.
Loki: I really, really wanted to give this to Lex, but the presence of a whole planet of Bizarro's gives a trickster like Loki too much material to work with.
Mandarin - Really feel Mandarin will pull out all stops and unleash hell quickly.
Loki - He will have no problem adapting to the Bizarro world and manipulating it to suit his needs in this battle
Mandarin - sorry Brainiac, Fu Manchu is just a walking arsenal of nastiness.
Loki - Trickster god, versus a genius human, regardless of whatever tech is being used...gotta give this one up to the contestant with greater experience in creative shenanigans.

Mandarin - Brainiac is analagous to Iron Man, Mandarin is used to Iron Man.
Loki - Populated planet. Yeah, populated planets give Loki the edge, especially when 99% of them are superhuman.

Brainiac - Too fast and durable. Mandarin wouldn't be able to disable Brainiac before getting splattered.

Fight 17: Mandarin (As Munkus says, Braniac is close enough to Iron Man. If Mandarin is a contender against Iron Man, he's a contender against Brainiac.)
Fight 18: Luthor (Loki is smart and dangerous, but too playful, especially on a world that will amuse him. Luthor will just hurry up and start shooting.)
17. Brainiac - Mandarin loses to Iron Man. Brainiac is made out of more advanced metals, is faster and stronger. Not to mention a whole lot smarter. Plus the enviroment on Oa is hard for any organic being to withstand, even the Guardians need to put up shields to survive out there.
18. Loki - As long as he fights on a populated battlefield it is likely he will win. Especially if the populace is capable of fighting his opponent with him.
Don't ask me why, I can't even justify it to myself. I'm at a total loss to decide between these characters and these are the names that floated up to me from the aether.
Mandarin - With the Stark to Braniac comparisons, I'm taking into consideration that Ironman didn't get it right the first time. Braniac under estimates FTL
Loki - No contest. Lex's intelligence would make Loki's tricks even more entertaining.
