On-topic, it sounds like you managed to turn on StickyKeys and get your Shift key locked down. Give both of them a check to make sure there's nothing physically sticking them down, check to make sure that's off, and reboot.
Failing that, orbital nuke.

So I went and got a spare keyboard and as I was removing the wonky one, water spilled out of it. I guess that solves the mystery. Thanks everyone for your suggestions.
Wow, I was going to make a snarky "did you spill something all over your keyboard when you were blackout drunk?" comment. I stopped myself out of some sense of goodness.
If it's sticky, you can always try running it through a dishwasher.

Even though the problem is already solved, for everyone else: Don't do this. I heard internet rumours that you could wash keyboards and I tried it. It completely destroyed mine. The contacts are on two thin plastic sheets that will warp and wrinkle when they dry.

Hitting Shift five times in a row activates an "Always On" mode. You can turn this off in Keyboard Options from Control Panel (I think).
Since it's all caps I would say German more likely.

But really, it's something with the shift key like 99% sure, since > is what happens when you hit . with shift key on.
and caps when you hit other keys with shift on....
sometimes the keyboard config can get messed up. Try reverting to last known good configuration. f8.

Throwing it in a dishwasher with a hot cycle is not recommended, but I've had luck with cold water and an old toothbrush. And soap.
Also, this thread made me lol.
I have, also, had luck with running a keyboard through the dishwasher.
Of course, it isn't going to come out brand new or anything, but if there's sticky stuff screwing with the keys, it does work to a certain extent.
Buying a new keyboard is really the best option.
Hey man, french people always spill water in their keyboards, it's like a failsafe that keyboards revert to french if they detect liquid.
