[Bug?] When editing a post, I lose the editing hotbar

I will edit this post with an image showing what I mean- when I go to edit a post, I lose the little hotbar that has the buttons for bolding, image insertions, urls, etc.
Additionally, I lose the ability to Ctrl+i for italics, and similar functions.
EDIT: here is what I mean
Interestingly, editing the first post of a thread you made takes you do a different screen, and thus I get all my functionality back. It seems this only happens when you edit a post in-thread
EDIT 2: I am using google chrome also, I will check if I have the same error in firefox
