    The Loelis fly above the army, surging toward the Spire. Up and up, the levels of the Spire flashing by, the Loelis climb to the level of their Lady's throne room. They look once more upon her face, and are concerned. Loeli A puts out a palm.

    There's actually a no-fly zone in effect around the upper levels of the tower. Oltalen mentioned it in the briefing.

    Basically, to get onto the tower from the air, you'd have to gain a lot of momentum, come in high, and hope to crash-land in the right place.
