    I seriously considered giving a lotad but figured that even though literally everyone would love a ludicolo I wasn't sure how easy water stones are to find in D/P/Pt

    it's dawn and dusk stones that are impossible to get

    Water stones can be dug up pretty easily in D/P/Pt in the underground.
