How do the decimals with runes work? Like, if I have 2.41 mana regen from runes, does it round it down to 2 per 5? Or does it hang on to the extra decimals but just not show them until it reaches 1? What about things like AP? is 2.49 AP functionally equivalent with 2?

I couldn't find anything through google more authoritative than this forum post claiming that nothing is rounded.
In your mana/5 example, I assume it works like WoW, where the extra 0.41 mana would exist but not be visible to you until the third tick, when you'd gain one more mana than normal and an additional 0.23 undisplayed mana.

I am playing this game now under the name of Baidol.
It amazing how one-sided all games end up being at the low-levels.
was skipping away up the mid lane, away from their inner turret as four of the enemy chased after me because i'd managed a trip: they were out for REVENGE
my team showed up and i dipped out to the right into the jungle and instantly queued my my crowstorm on the other side of the grass
two of them followed me and were quite surprised!
then i went back into the lane and killed ashe by hitting her in the face with a crow

Yea I was playing on my low lvl account and every game always has a leaver or someone who gets so upset they quit mid game.
Kinda bad for actual new people.

On the upside, it is great practice in fighting as a team so long as the two guys remaining keep playing seriously.
true, I had a game where I tried out ashe, someone else was annie and another peson was sivir on my team.
We had a malphite and shen not even start the game with us.
We went like 60 (us) - 8 (them with all 5 on their team) and won.
They eventually got upset and had people leave near the end of the game though.
