The weird part about Duck Hunt is that it's not a character per se. The entry apparently just says "Duck Hunt" referring to the dog and a duck, rather than giving them names.
Assuming Smash 4 is accepted by the competitive community, I expect they'll ban certain specials on top tier characters if they get out of hand. But it's actually a good thing to have that choice available because it gives the weaker characters more chances at being competitive with the right specials.
There also talk of banning equipment for reasons of it's probably just grinding based and also the existence of attack-lowering items leading to infinites

His final smash is pretty obvious.
The dog barks and dives behind the stage, and a crosshairs appears onscreen. Just like ZSS's final smash except the visual effect and sound effects will be different. Instead of Samus' ship firing lasers it will be the flashing screen and zapper sound.

The main thing is the bit about him seeing the future. It looks like it's just implemented as a counter though.
Also, he has a ton of buffs, and it appears that part of his fighting style made it through (though in the game, the buffs primarily serve the role of reacting to visions to hard-counter whatever the enemy is about to do).

This is very close to just what I wanted, and they added a few things I didn't know I wanted. This was very good
