I imagine it depends a lot on the school. At ours there were front desk people who kept track of every guest that came in, plus there was the floor RA. If you didn't have a front desk and the RA didn't care, I imagine you'd be fine as long as your roommate didn't complain and they didn't draw a ton of attention to themselves by making trouble.
