Being evil/stealing everything in sight, fast traveling between town and various locations of loot made the whole "ammo conservation thing" start dying out around level 10. Also, I have the scrounger perk AND the 50 pound addition perk.
Why the hell would you buy food? Food takes up space = less space to hold loot, besides which, food restores shit, stimpacks at 100 Medicine restore 100+ health each.
also I do leave a lot of shit because I can't carry it and I have a thing for carrying every fucking gun I own
You should level repair up to at least 50 and repair anything that you can yourself. This saves an amazing amount of money. Also, I don't think you should really be using more than 4 types of ammo at any given outing, so there's no need to carry every single gun.
EDIT:
My e-peen is huge. And I've played 75 hours and am at level 20, so it's no wonder I've amassed so much.

In fallout, as long as it is packaged nicely, you'll be able to consume it after a nuclear war, like potatoe crisps and salisbury steak
I like how you'll occasionally find edible bowls of noodles scattered around the wasteland. MSG is a helluva preservative.
haha, that reminds me, somewhere west of Super Duper Mart is a broken up building, with a ledge type thing that looks like you can get to it, but in the daylight it doesn't appear worth it. At night there was a glowing thing on it, so I made my way there and ended up having to fight through 2 deathclaws and a raider group, finally make my way up there only to find that it was a bowl of noodles on a light that still functioned.
I went with Laurels option as I figured that healing the land was more important and plus that little girl really liked Harold. I initially felt guilty but after talking to Harold, he seemed alright about it and realised his importance so that made me feel better.
Now I don't know how anyone could kill him with fire though, because, goddamn that is horrible.
fucking seriously
i wonder if it affects anything in the ending?
Nope. The endings is the absolute worst part of an otherwise pretty fantastic game.
Oasis is probably my favorite quest though, even if its rather short.
enclave soldiers have it, plus +10 to energy weapons and 10% rad resist
What
just random soldiers have it
For the most part they are wearing power armor mk2, but occasionally in a group of enclave you'll see one with funky shoulders and that's tesla armor, the higher your level the more likely the group is gonna consist of these guys.

"Civilization." There are a lot of versions out there, but I'm pretty sure the one in the game in the Danny Kaye version.

real men have better things to do than chase around a dumb dog that doesn't know when to run away from a fight it can't handle
