I don't believe there is any official ruling on what you can or cannot say about your cards when making trade negotiations. Feel free to say what you want.
Also, I don't think you were supposed to reveal which card you were planning on playing until all players had made declarations. No worrying about it now that it's out there. Once Lazax and Sol have declared whether or not they will play an Action Card during this phase, we can go through the Sabotage declarations for the Action Cards that will be played.
I... don't quite understand? If you don't have any Action Cards to play or no cards you want to play, then declare no play. If you do have cards you want to play, you can declare as many of them as you want at this time, as long as they can be played in the Status Phase. Then once all players have declared, the cards are revealed and resolved in player order.

Minister of Commerce: Elect Lazax - During each Status Phase, the Lazax receives one Trade Good from each player that has a least one active trade agreement.
