You can get around in LA without a car if you're living near USC. It does have a decent subway system (for an American city), and there are a lot of busses that run from USC to subway points..
It will get awkward, though, at times. It's just not a town built around the idea of public transit. There will be times when there's a place you want (or need) to go, and the closest bus line will be a 20m walk followed by a 60m bus ride. Or you'll be looking at apartments, and there will be an apartment that looks convenient on a map, but you'll discover when you go to check it out that it's a 30m longer trip to and from classes than you expected.
Looking at a map just doesn't really do it justice.
