Even if you had them as part of the same bill, the time it takes to implement one or the other would be more than long enough for Tim Eyman to comment out the necessary bits to ensure the state went belly up. I say we just sabotage every budget meeting from now on so the rest of the state can know what it feels like to be us.
Or better yet, we pass a law where no county can receive government expenditures in an amount that exceeds their tax contributions. Conservatives are always bitching about welfare queens; it's high time we did something about those welfare queens.

The J-shaped region that is Tacoma, Seattle, Olympia, and parts of Snohomish county are the breadwinners of the state. We're also the most consistently liberal, and we're hated for that. People in Eastern Washington complain constantly about not getting everything they want when it comes to government expenditure, and yet they're steadfastly against Seattle and the surrounding areas getting the money necessary to grow the region (and, as a result, the state's overall economic gravitational pull) and thus draw in even more tax revenue that could potentially go to funds spent on making things better for people all over the state.
As Seattle does, so, too, does the whole state. The sooner Eastern Washington recognizes this, the better off they'll be.

38 of 49 seats in the state senate are from West of the Cascades. Yet it's 53% GOP controlled, thanks to those silly geese Rodney Tom and Tim Sheldon ( may they die of syphilis) switching parties.
It's roughly the same proportion of seats in the state house of reps. But there, it's 56% dems to 44% GOP.
But feel free to keep bashing Eastern Washington and pretending that they have enough power by themselves to block metro funding.
