Because the art is half of the medium. If a comic has shit art and good writing, it is not, by definition, a good comic because a comic includes both parts. It's merely a good narrative or story or whatever you want to call it.
It's like saying that "the best TV shows are rarely the ones with good acting." No one would say that because it's fucking retarded. Acting is part of a TV show. Sure, the writing and the story and the effects and camera work may all be the best ever, but it's still a shit TV show if no one can act.
