Post Timer on Jailed folk doesn't seem to be working.

    fixed. This was an edge-case, and a long-standing bug - only happened to certain jailed folk.

    This also needed to be explicitly hooked for visitor messages, group messages, and picture comments. vBulletin are obviously unfamiliar with the DRY principle!
