So I remember that a long time ago I was using a program on my laptop that let you input a favorite band or song or something and then it would play a clip of that or the actual song and then start playing similar bands/songs automatically. I checked into Last.FM, but it seems to be a bit different. For one, it's not a program, and it doesn't seem to have any option for playing similar artists automatically.
Grooveshark.com has something similar, although I don't know how well it works. You can create your own playlists, replay songs, etc. all for free with Groooveshark, much better than pandora in my opinion.
Um, Last.FM does exactly that, and it does have software you can download.
I couldn't find any download on the Last.fm page that wasn't their Scrobbler, which says it only watches what you listen to to develop a better playlist on the website.
Nevermind, their description is vague. That's what I was looking for, thanks.

When you run the scrobbler, it gives you a box where you can put in an artist's name or a music tag to start listening to a radio station geared in that direction.

It's mostly for picking specific songs/artists you want to hear. I haven't noticed it recommending me anything new before. Also, use playlists to find whole albums that user's put together because the 'albums' node doesn't really give the whole album.
As for the op...
Last.FM has desktop software that does what you want. And others have mentioned Pandora. Last.FM tends to put a lot more entropy into the mix. Pandora sticks closer to the seeding music.
You might also want to check out imeem. Similar to Pandora/Last.FM.
