Desktop Over Heating

Hey my mom's desktop just starting over heating yesterday. I replaced the fan and that slowed it down a little bit but its still over heating. The fan I got is rated for 3600rpm buts its only running at 1500rpm. The cpu heat slowly rises at the BIOS screen. I just sit there an watch it. Any hints? Power supply?

    The surface contact between the heatsink and the CPU could be poor. You could try removing the heatsink, cleaning off the existing thermal compound, and replacing it with fresh thermal compound. You only need a little, thermal compound is meant to fill in imperfections in the surface of the heatsink and chip, what you really want is as much metal to metal surface area contact as possible.

    I did that. twice. First time with the old fan and the second time with the new fan

    Did you thoroughly clean off the old compound before applying the new? And how much did you use? You don't need to cover the entire unit. A very small bead (say the size of a Sixlet if you remember those) is sufficient.

    You stated the temp rises - to what? do you have a temperature range you can post here? Also about the fan - if it's only running at 1500 RPM, that's idle speed. It may not be registering enough heat to speed up - Could be a BIOS issue. Look for a BIOS update, it may help.

    Some BIOs's have fan control settings to slow the fan when they're not needed. I'd disable those and see if the fan speeds up.
