Alright, let's get this party started. AFMBE uses a simple 1-5 scale for almost everything. There are six attributes, all starting at 1 and going up to 5. There are a bazillion skills all starting at 0 and again, going up to 5. 5 is exceptional, 4 is very good, 3 is above average, 2 is average, 1 is below average. (1 in intelligence means you're a bit slow, uneducated or just not very clever- not retarded or anything)
SURVIVORS get 20 points for attributes, 15 points for qualities, up to 10 points in drawbacks and 35 points for skills.
INSPIRED get 20 points for attributes, 10 points for qualities, up to 10 points in drawbacks, 25 points for skills and 15 points for metaphysics. Inspired need to take both "The Gift" and "Inspiration" qualities to actually work miracles.
Attributes

SECONDARY ATTRIBUTES: Life Points (i..e, hit points, health points, etc) are ((Strength+Constitution)x4)+10
Endurance Points are ((Willpower+Strength+Constitution)x3)+5. Speed (how fast you can run) is (Constitution+Dexterity)x2. Essence (basically, magic points used to fuel miracles- but also a measure of spiritual integrity and sometimes important for non-Inspired characters) is all your attributes added together. (Strength+Constitution+Dexterity+Intelligence+Willpower+Perception)
Qualities and Drawbacks
Qualities are a varied elements that give you some special advantage not represented by a skill or an attribute. Qualities have a set price; for the sake of my sanity, I'll abbreviate. "PL" means "per level"- so each rank in the quality costs that much. Drawbacks are the reverse of qualities- some disadvantage you have. Each point of a drawback you take gives you an extra point to spend elsewhere- on qualities, on skills, on metaphysics, even on attributes. Drawbacks are usually rated as negative points, qualities as positive. You don't have to take any drawbacks, you can only get 10 points in total from them.

Say instead, "I want to be a heroin addict, how many points is that."

I will do my best to put any skill set in the spotlight, but practical problem solvers are probably better than, say, a blind agoraphobic hairdresser with a heroin addiction.

I don't remember the details, but Suicidal Tendencies is basically "You'd kill yourself if not for X", like a dependent child or something. It's to represent someone with literally one thing left to live for.
Yeah, physically ending one's life is the coward's way out. We're all going to die and there's zombies abound, so why not die as awesomely as possible?
