Altering MP3's. Program Suggestion?

Okay guys, instead of the normal windows boot up jingle, I have found a file I'd like to put in place of it. I just have two issues and have no idea as to where to get started on them. The first one is the issue of the file being an MP3 when it should be a .wav file. Next, I'd like to cut out the butt end of the mp3 and have it only play once for about 7 seconds, instead of the full 20 it really is. If at all possible, I'd also like to have it fade out. I don't really know of a good program to download and use in this case but I am sure there is at least one good freeware program out there that will do this. Any suggestions?

    SoundForge should be able to do all that and more.

    I would recommend Audacity to do this job. It's not a very complicated program, but it'll do what you need and do it pretty easily.

    That's actually the one I was looking for, but couldn't for the life of me remember the name.
