There was a program I was introduced to, here actually, years ago that let you play d20 games online very easily.
It had a nice grid you could scribble on and let you roll dice in a chat etc etc.
It wasn't much more then that but I have no idea of the name and searching things like D&D or D20 online isn't really working all that well.
Around in Critical Failures we use programs from this website, notably Maptools, to run online games. You do need a group (duh) and it's a little tricky to understand when you first start, but it's pretty versatile. We use it for 4E since that's most of the non-play by post games run there, but it should definitely work fine for a d20 system.
All of the rest are bunk. Get Maptools. It's better than most of the products you have to pay for, and it's entirely free. Perpetually in beta, but free.
Seriously, dragging and dropping token icons from any picture is the biggest feature. I've tried about a dozen different online mapping/whiteboard programs and everything else pales in comparison to Maptools.

is openrpg what you're thinking of?
It was even simpler then all these. But it was still quite nice.

It's what my friends' online games use.
