Acer oAspire 5517 Battery charge issue

My 4 year old laptop gave up the ghost and has been replaced by a very low priced Acer Aspire 5517 with 7 from Staples. The battery seems to have no interest in fully charging or running off wall power. There is a small led on the AC adapter that will not remain lit. The led to indicate the battery is charging has not lit since the first time the computer was plugged in.

Has anyone experienced this issue with an Acer? As you can imagine this will be a serious issue fairly soon.
