Stripping a 1/4'' to bare speaker wire

I need to hook up a mixing board to an old receiver. It would be great if I could strip down a wire that terminates into a 1/4'' jack into just bare speaker wire. So I lopped off an end of an extra cable and discovered that is wire under the insulation and another plastic jacket under that and more wire in that.

What do I do from here?

The outer (braided, right?) wiring should be the ground, and the inner wire should be the live wire.
