Guess the mileage varies. For me it's actually a very informative page on microsoft's help website that describes exactly how to do flowcharts in word or powerpoint. I guess I'm automatically logged in or something.
I've always just used a bit of MSPaint and patience to make flow charts. I guess it can be a pain in the butt, but it's a 3 step process of typing words, drawing box around them with the box tool, connecting said boxes with lines. I guess you just don't have the chops.
Visio is great for flowcharts. Power Point also has a flow chart generator, but it is not as good as visio's. Open Office surely has a free similar thing.
We used Lombardi at work, it does all the lining up and crap that I hate doing by hand. It was also cloud based so I could do it wherever, it was web software really.
But Visio is fine, you'd just want to select everything and align, frequently. To keep the text centered I'd usually create a nice perfect box, then copy and paste it for all the others. I would group before changing sizes so I didn't mess it up while adjusting scales.
I bought some flowcharting software for my Master's thesis (I'd gotten funding and needed flowcharts, so why not?). It's called Edraw. I don't think I'd buy software just for goofing around with flowcharts, though. Also, if you have a good way to get cheap Microsoft products, Visio is awesome for flowcharts and so much more.

re: OP, you can get Paint.NET . When you draw lines, if you hold shift the line will be forced to be straight up/down.

Used that for UML charts way back in the bronze age. Decent enough.
Used this in school, but I don't remember what I used it for. Has lots of predefined shapes and symbols, works well.
Seriously, why even bother with a paint program? Download a trial and get going.
