Computer won't sleep.

Windows 7, Desktop (not laptop) computer.

If I press the Power Button or goto "Start-> Sleep" the computer sleeps and wakes up as normal.

If I set it to Hibernate after X minutes, it just doesn't. The monitor will turn off, that part works; but won't automatically sleep:

How does Windows define "Idleness"? I do NOT have seti or folding or any other "number cruncher" running". At most, it's just things like firefox, word, putty, etc. Taskmanager shows computer as 99 System Idle Time (other then the occurred taskmanger cpu usage, etc)
