After Effects (Flagging 4:3)

Hey, you guys are helping me with all of my final projects. Thanks.

This is for a video I'm doing and I've got some images (static) that aren't 16:9 like what we shot in. So what I'm hoping to do, instead of just black, is to give the flag look they use on ESPN and other networks when they go from HD footage/live to SD footage. 4:3 with the image being replicated on the sides in a flag sort.

My other option is to make a graphical flag along the sides, but then I don't know where to put them precisely (concerning pixels and all of that.)

Thanks.
