I flew home for the winter break, bringing only my harddrive to put in a (relatively) older computer at my parents house to try and catch the last part of the TF2 War, but have had major problems getting anything to work.
I am running on Windows 7 Ultimate 64-bit - here are the specs
ECS RX480-A Mobo
1.75gb RAM
BFG 7950GT OC
AMD Athlon x2 3800+
The recommended TF2 settings are all high with eye candy turned on. Whether I use those settings or set everything to low, I get about 20 fps ingame. When I'm in gmail it lags when I scroll through my inbox. I had this problem when I used to use this computer and it was on XP, so I don't think it is the OS.
<rant> I am getting so fed up with nvidia cards because I had the same problem with my 7950 gx2 on XP and Windows 7 and it took hours of surfing and trying different driver combinations to ever get anything playable. Maybe it was just the 7950 series, but I will definitely be going ATI for my next upgrade. </rant>
Anyone had a similar problem with this card or really any 7000 series card? With my other card the trick seemed to be finding this magical set of drivers that made it go from 20fps to 80fps which I find completely unbelievable. Unfortunately I've spent a good part of today working at this with absolutely no increased results. :x

That's not going to work. Unless you have the same hardware in both, you're going to have issues. Lots of issues. Even if you uninstall all the drivers your PC uses, and install drivers for everything in the PC the drive is in now, it's still going to be testy.
If you're getting choppy movement while scrolling in a browser, that sounds like a video driver issue. From the sounds of it, you extracted your HDD to mount in this machine, yes? If so, I'd recommend re-installation with the newest drivers from nvidia's website; short of that, while it's certainly doable, swapping HDDs that has drivers(most importantly chipset) for another series of card is asking for trouble.
DirectX version and driver version would be appreciated to hopefully better identify the issue. Along with that, I'd recommend posting a hijackthis log, just to make sure we're looking in the right direction for the issue.
The drive I brought is my data drive and just has my steam files, game saves, etc on it. The OS is on a different drive. I just didn't want to have to redownload TF2 and Mass Effect (12GB!!!) but maybe I should give that a shot. Mass Effect is failing to start (no registry entry, I suppose) but TF2 started fine (maybe because it had to download the newest update?). Still doesn't make any sense why my browser is acting so slow.
edit: To be clear, The OS is freshly installed, patched it up, etc. The drive I brought back is just for the Steam game files.
Dragging windows around is laggy too, even with Aero off.
