No, the only person who can ever voluntarily discard is Tzeentch and only then during Upkeep before he draws to five. But then, there's no hand limit, iirc, so why would you need to?
I know that there was a time pre-game when we could discard cards, but is there any time during the game when we can discard as well?
If you ask Tzeentch nicely, he might let you discard some cards. But as stated, there's no reason for you to want to. No hand limit, and you draw two new cards each turn regardless of what happens.

Blood Frenzy - 0 - At the beginning of battle in this region, you roll two battle dice here and apply any resulting hits before regular battle dice are rolled.
I do believe it does counter it. The Changer of Ways cancels the text effect of the card before it is played. Warp Shield is only immune to it if played before the Changer of Ways.
