Just like the title says basically. I see keys for office pro '07 for $15 on ebay, and I don't understand how they could be legit. I also see windows 7 ultimate keys for 15-20$, and that also doesn't make any sense. How on earth can these be legit? I'd love to have a legit office key, but I don't want to get scammed either.
I honestly have no idea about the state of Windows 7 piracy but the proportion of fake merchandise on eBay is massive. Is the seller listed as foreign?
See, that's what gets me. Pretty much all of them are from the U.S., and a number of them have a decent amount of feedback (+50 or more, 100% positive). It just doesn't add up.

If, for example, they were bought somewhere like you mention, wouldn't they be legit at that point, or do you think they just sell the same one to as many people as possible?
And no, I'm not going to buy one, I just want to understand how they sell them so cheap.
They might be ligit from their origin, but it would still violate the EULA when you install it. Products given as charitable installs require that you actually be the charity that they intend. Would you spend the next 20 years in jail for it? No. Would it still be considered piracy? Probably.

They sell you either a bunk code or a stolen code.

Usually they are key-gen'd serials or keys bought from regions where MS is selling them dirt cheap so that they have parity with the local economy.
