Help me identify this instrument...

..and the song too, if possible.

It's the first minute of this youtube video, kind of sounds like pipes but I have no idea what it is. The specific instrument I'm after starts at 0:12ish.

    It sounds to me like a string instrument, but I don't know what kind specifically. I don't know the song, but it sounds some what like Shugo Tokumaru, however that song is not on any of his albums, so I'm not sure.

    Sounds like a flute with voices in addition to it... hard to tell really.

    The thing that starts at 0:12 is definitely a voice.
