Bioshock 2 is the story of a Big Daddy.
He journeys through the undersea city of rapture, seaching for the Little Sisters.
However there's someone else out there as well, the Big Sister... and she doesn't want you playing with the Little Sisters...
More detailed plot information follows:
The game is set in fictional dystopian city Rapture in alternative history 1970, a decade after the events of BioShock. The protagonist and player-controlled character is a Big Daddy, a being who has had its organs and skin grafted into an atmospheric diving suit. The first of its kind, the player-controlled Big Daddy reactivates with no recollection of the past decade's events, and scours the city in a vain attempt to relocate the Little Sister that he was paired with. When it becomes obvious that Rapture's leader Sofia Lamb will become responsible for the city's destruction, the Big Daddy attempts to overthrow Lamb and her army of Big Sisters.

The game takes place ten years after the first game, and Rapture is even worse off than it was before. After the events of the first game, there are not enough Little Sisters left to satisfy the Splicers' ADAM addiction, causing them to become even more insane and hostile than before. Andrew Ryan, the creator of Rapture, having been deceased for years, left no one to maintain the city, and no one for the Splicers to listen to. In the state that it is in, Rapture is destined to fall.
Things change, however, following the rise of Sofia Lamb, a former psychiatrist and political rival of Ryan. Lamb is Ryan's opposite in every way and has now taken over Rapture and made dramatic changes. While Ryan believed in the genius of the individual mind, Lamb believes in the collective effort and the power of the community. She is an altruist and her beliefs have corrupted her into forming a cult known as the Rapture Family. This belief spreads through Rapture, causing Splicers to follow her and Father Wales, the deranged priest of her religion. While the Rapture Family spreads a sense of unity and duty to the world, it also serves to further her own secretive personal agenda. The cult also emphasizes use of the butterfly theme, indicating some kind of rebirth of Rapture.
Another mystery explored by the game is that of the Big Sister, who came back to Rapture after being taken to the surface as a Little Sister. Mechanizing herself in a similar fashion to the Big Daddies, she returns to the surface and kidnaps several little girls. She brings them down to Rapture and turns them into Little Sisters, who can now produce ADAM for the increasingly desperate Splicers. As time passes, more Big Sisters appear in Rapture, creating an army, who are now under the employment of Dr. Lamb. Eventually the "original" Big Sister disappears. The remaining Big Sisters are now the main protection of Rapture, and they viciously hunt down anyone who disrupts the balance of power.
In BioShock 2, the player will take on the role of Subject Delta, the first Big Daddy ever created. He has all the abilities, weapons and strengths of a regular Big Daddy while maintaining his sanity and free will. He is awakened from his ten-year-long hibernation by an unknown force, and wonders what has happened to this once beautiful metropolis. He then sets off to search for the one thing that is important to him and that he believes hasn't changed: the Little Sister he bonded with before his hibernation. That is when he comes into conflict with Lamb and the Rapture Family, who are also searching for this little one. Lamb cannot let Delta interfere with her plans and will do anything to stop him from finding this Little Sister. Unlike regular Big Daddies, Delta can also use plasmids. He will be able to combine plasmids, and dual-wield them with weapons at the same time, allowing for powerful combos. He also has the ability to use Gene Tonics.
Delta treads through Rapture, searching for answers and looking for his Little Sister. In an effort to stop Lamb, he teams up with Dr. Brigid Tenenbaum, as she desires to save the Little Sisters, and he also forms an uneasy partnership with Augustus Sinclair, inventor of the Vita-Chamber and former CEO of Sinclair Solutions, a plasmid development company. Although Sinclair seems to mean well, his intentions toward Rapture, and Delta, remain unknown.
The storyline of this game will work with either the "good" or the "bad" ending of the first game. If Jack killed all of the Little Sisters, it is said that Tenenbaum escaped with all the others, with the same effect as if Jack rescued all of the sisters.
There will also be flashback sequences on how Delta came to be a Big Daddy, and why he wasn't present in the events of BioShock.
Choices will have a huge effect in the game, as there will be more than just harvesting or rescuing, and the choices made will have an overall effect of the story.
New Stuff!
Most of the stuff here should be familiar to you if you played the first BioShock, and a lot of the weapons and plasmids are returning. However there are some fancy new features:
New features!
Walk underwater! You've got a giant diving suit, so why not just wander into the ocean for a bit and harvest some sea slugs?
New auto-flashlight!
A flashlight is built into Subject Delta's suit, and this handy tool will turn on and off automatically as needed, allowing the player to investigate even the darkest hallway or corner with ease
New hacking game!
Hacking will make a return in BioShock 2. However, the minigame will be completely different to the one present in the original.
The new minigame takes place in real-time, and takes the form of a horizontal bar at the bottom of the screen with a needle moving back and forth across it. The objective is to land the needle in a specific area in the bar. There are four different outcomes depending on the color of the area the needle lands in.
New weapons!
The Drill! At later levels it will reflect projectiles!
The Rivet Gun! It hits really hard, and will have multiple types of ammo.
The Spear Gun! Single-shot, heavy damage, multiple types of ammo!
New-ish Plasmids!
All of the original plasmids from the game will be returning, although they'll all have new upgrade abilities. There also new plasmids in the game that will overhaul or change the abilities of existing plasmids
Scout - lets you make a 'ghost' that leaves your body so you can explore an area without being in danger.
Hypnotize - now works on splicers and other Big Daddies
Dual wielding - not a plasmid, but you can also use plasmids and weapons at the same time! awesome!
Multiplayer!
The game now has multiplayer for up to eight people. As you play you'll gain experience and access to new weapons, plasmids and abilities, kind of like in Modern Warfare.

ADAM Grab: control possession of the Little Sister for as long as possible, gaining maximum ADAM as you do so.

As you play Multiplayer, you will level up a la Modern Warfare. This will unlock new weapons:
* Pistol: Unlocked from the start.
* Shotgun: Unlocked from the start.
* Machine Gun: Unlocked at Rank 2.
* Grenade Launcher: Unlocked at Rank 6.
* Crossbow: Unlocked at Rank 10.
* A yet unnamed weapon, unlocked at Rank 14.
* Another new weapon, unlocked at Rank 18.
You'll also get new plasmids based on your rank:
* Electro Bolt: Unlocked from the start
* Incinerate!: Unlocked from the start
* Winter Blast: Unlocked from the start
* Aero Dash (multiplayer only): Unlocked at Rank 4
* Geyser Trap (multiplayer only): Unlocked at Rank 8
* Telekinesis: Unlocked at Rank 12
* Houdini Plasmid (multiplayer only): Unlocked at Rank 16
* Insect Swarm: Unlocked at Rank 20
The great equalizer in Bioshock 2 is the Big Daddy diving suit, which lets players turn into a Rosie. As a Rosie you get much greater health, a rivey gun and proximity mines, and the general ability to fuck up other players. However you also can't replenish your health, and every other player will be trying to kill you since your death grants more XP. Once the Big Daddy is killed, the diving suit will respawn somewhere else in the level.

Bioshock 2 will come in three editions.
The
standard edition will be $60 for console owners, and $50 for PC owners. It just has the game and the manual.
The
Rapture Edition will only be available in Europe, Australia and New Zealand. It comes with a fancy booklet. It will cost $92 USD.
The
Special Edition will replace the Rapture Edition in the US, and will come with even more stuff: Soundtrack in Vinyl and on CD, larger 164-page artbook, special casing, and three posters. It will cost $100 USD or $90 for PC.

Screams of The Matrix Reloaded to me; the original was fine on its own, but any sequels feel really unnecessary and stand a bigger chance of harming than helping the fiction
No interest in the multiplayer, but I hope to God the single-player is worth it
