In this thread we are going to play the latest in Sid Meier's epic series of empire building games!

No, not that one. This one:
Civilization IV! A fantastic game, and without a doubt the possessor of the best damn main menu I've ever seen:
Specifically, we will be playing Civ4 with its second expansion pack, Beyond the Sword. This added a whole host of new features such as events, corporations, colonial vassals, a ton of new units, wonders, civs, leaders, and some very awesome mods (which we will be ignoring for this, but play Fall From Heaven!).
The thread title says Semi-Democracy Game, what's that about?
This is also sort of a Democracy game! As such when you make your first post in this thread, you will be joining our empire. When you do so, please select one of the following (and please color/bold so as to make my life easier):

Each of you will begin life as a resident in our capital city of Arcadia. Each time a new city is founded, you will have the option to move there, which will affect your decision making abilities into the future.
Now what do the various options get you? Well, for now, not much. There are a few things though. For us to build a wonder, a citizen of the appropriate type (Priests for religious wonders, for example) should request it in the thread. Do you really like the Great Library, for example? You're going to have to get a scientist to request it (and the governor to agree!).
If you would not like to deal with that, you can also opt to join the...
Military
If you do this, you'll get a unit named after you (your preference should be noted) and maybe eventually a general. You'll probably be reincarnated frequently, unless we have absurd amounts of participation.
You mentioned Governors?
Indeed! In this game, players will control the operations of individual cities (other than the capital, which is all mine). So they will select build orders, and if they want to micromanage, choose which squares to work and if any specialists should be used. Late in the game, this may move to Governors controlling multiple cities, so I have to manage less of a bureaucracy in our game.
Speaking of bureaucracy, how will decisions be made?
There will additionally be a Cabinet! At the beginning of the game, the cabinet will have three members:
High Warlord: May propose wars, will suggest which cities to attack, will beg the governors to make more troops. Any cities we keep as conquests, the warlord will appoint military governors for, which will last two updates after the city leaves revolt (to be explained better when it happens). The High Warlord must be a member of the
MilitaryAstrologer: Chooses our research path, will generally push for a science-y path to victory. Bugs governors to build libraries and what not. The Astrologer must be either a
Priest or a
Scientist.
Chancellor: Our chief diplomat, this person will set our general policy towards our neighbors (for example: may ask me to foster peace with say, the Romans). This person may also propose wars. The Chancellor must be a
Spy or a
MerchantThe Head of C.O.C.K -
Spies only, directs all espionage efforts.
What other powers does the cabinet have?
Glad you asked, bold faced typing alter ego! Any member of the cabinet (as well as ebum, our God King) may propose legislation that must be satisfied. Examples:
We should switch to some civic!
We should consolidate cities into more easily governed 3 cities regions!
We should increase the size of our military!
We should embark on a program of cottage building!
The astrologer should direct us towards the creation of naval vessels!
Etc, etc, etc
For now, legislation is passed by a majority of the cabinet, I break ties, I have a veto if the vote is non-unanimous. This will change later.
More members and other special roles will be added as we go along! Some of them are obvious, I think. Artists and Engineers are involved in a LOT of the early wonders, so you're not left out!
So I want to be a Governor/Cabinet Member!
For the moment, your options are limited!
I will be appointing the cabinet early on based on seeming familiarity with the game. Later on, we'll give newbies a chance. Length of terms will be up to you guys! More on this momentarily.
As for Governors! If you are interested, you should submit a
proposed city name. The most popular proposed name from the thread's participants when a new city is to be founded will become the first Governor of that city. This will last until they are replaced, the mechanism for which will be revealed at a later date. Obviously governors will move to the new city automatically, and only those in a city are eligible to become Governor there.

Mansa Musa of the Mali (Spiritual/Financial)
Financial is the obvious choice if Spiritual is a lock. In single player games it is decidedly the most powerful attribute to have on virtually any map type. Financial offers us the opportunity to out tech our enemies and crush their armies using superior troops. It also allows us to support larger armies and larger empires via increased income when running a balanced slider setup. We also get access to an archer with 33% more power, meaning it can better stand up to Swordsmen. Only negative to Mali is the UB, the Mint, which overall is pretty meh when it comes to UBs.
Second choice would be Ghandi. A single Wonder building and specialist running city can crank out a lot of great people which in turn can lead to more golden ages, more specialized cities, and all sorts of cool stuff. The Fast Worker is an awesome UU, and the +2 from the Jail makes it an awesome UB.

[strike]Has there been a decision to map type, opponents, or any other advanced settings? I always play with No Tech Brokering, Choose Religions, all victory conditions enabled, and normally toss 10-20% more opponents onto a given map size to get the action started sooner.[/strike]
edit: holy crap this thread is moving fast. I still recommend No Tech Brokering as the AI is a bunch of tech trading whores amongst itself. And choose religion simply because then we can vote/deatmatch to decide which religion to bend to our will.

All victories enabled. We will be playing classic, exploitable by the AIs civ. So tech brokering is on, we will not be choosing religions.
I have a pretty fair amount of Civ4 experience on Prince, especially when it comes to combat (I like scenarios).
Leader preference: Mansa Musa (I like financial civs!)
Unit preference: I'm calling dibs on the first tank that rolls off the line. If the game gets that far. :P
3 Turns sounds great, Leader wise... I've always been a fan of Mansa Musa, but Hatty or Ramesses work just as well I suppose.

I am still not yet familiar with the civilization bonuses by name, (I usually go for the scientific victory, so I don't do spiritual at all), so ehh.
3 terms sounds fine. As a question, we aren't allowed to screw with a building choice already made, are we?
