So - my wife and I had two laptops. Note the word HAD. One laptop is dead and the remaining has ended up squarely in wifey's possession as her life is much more webbased than mine. However, I do like to browse the web and forums (especially now that I have my PAX ticket in hand!) I'm looking for a cheap way to get online from the couch with a good, fast browser.
I have my Blackberry - but it's a non-wifi version which means that in my tin roofed house in the woods it's very sporadic in terms of speed. I was thinking along the following lines...

So my questions would primarily be - how are the browsers on the touch and the PSP? Are there any other factors I should be thinking of? Flash support? Any other pros/cons on using any of them in terms of daily 1-2 hrs of couch web browsing?
The PSP browser is pretty frustrating in that you don't have predictive text which makes typing out stuff a real chore. It's a shame since the actual screen is fantastic for it but no, too many downsides. I'd recommend the touch, though I've not used it myself, it can't be half as bad the PSP.
Take the PSP out of the running. The iPod Touch vs. Netbook debate depends on how much you'd use the extra features that each brings. If you're planning to do a lot of writing while you browse forums on your new toy, I'd put a lot of extra points in the Netbook column. The Touch interface works fine for forum reading and quick replies, but it gets cumbersome for longer posts or if you want to be able to look at someone's post while you're replying to it.

The PSP browser is pretty cool if you just want to hop online and check your email/forums/wikipedia/etc, but typing anything on it is a pain in the ass, and while it does have Flash support, it's an older version that cannot do streaming video. It does have a few other cool features you can use with wifi, though (like Skype and internet radio). To get one that is hackable you'll have to buy used.
For the price of an iPod touch you're edging into netbook territory.
Have you thought about just picking up another cheap laptop? I see used ones on craigslist for around $150 or less on a fairly regular basis where I am (these are old "P4 1.6GHz with a gig of RAM" or similar machines, which are fine for web browsing).
You can get a netbook for $299 with a six-cell battery from bestbuy right now, which is the price of a 32gig iTouch. I can't think of very many situations where ~8 hours of unplugged battery life will ever be an issue.
I have the 3 devices you're listing (psp, iphone, netbook) and let me tell you right off the bat, forget the PSP. Between the netbook and the iphone, I believe the netbook is the better product, but don't poo-poo the iphone, it's browser is incredibly featured (sans flash). When I'm in bed and need to check the web real quick, my iphone is what I turn to. Something about having a real, fast webbrowser that's smaller than my tv remote is just too freaking cool.
So long as the only video you'll want to watch is on youtube, the iphone is a good choice. It's just that a netbook is a much better choice.

The netbook is the general best in terms of full utility, but truth be told I end up using my iPhone more than my netbook for couch surfing just because what I typically do there is just e-mailing, Facebooking or some light forum browsing. It's also just in my pocket all of the time, so my lazy ass doesn't even need to get off the couch, and access to the App Store, especally if you're the type who likes handheld gaming, can't be underestimated.
But for writing anything longer than two sentences, you'll definitely want a full keyboard. Plus, my netbook is pretty fly because I also have a wireless mouse, so I don't have to fiddle with the touchpad all of the time if I don't want to. You can get a great netbook with killer battery life for about $330, and iPod Touches start at $199, so it's a fairly close game in terms of price.
I'd say Netbook > Ipod Touch > DS is terrible, not sure about PSP.

I would also 2nd maybe purchasing an old 2nd hand laptop on the cheap.
