Desktop Background Won't Show

So I recentally rebuilt this computer basically from the ground up, and ever since I did that, the background desktop will not show if it is set to a custom.
It works fine if I download the picture, save it, and then apply that way, but does not seem to work in using internet explorer as my option.
I've updated all drivers, and currently have internet explorer 8 as the primary web explorer.
I also will hit refresh and nothing will show.
The only time I can see an internet explorer background is right as the computer is deciding to shut off for the day.
Tips/Hints are welcome.
