How can i create a wolf comic?

i would like to create a comic like this one:

or anything like that.

but the only question is, how? and can anyone walk me through the steps (for ex.: step 1: draw the scenes on a piece of paper, step 2: edit it, step 3...)?

and please be serious. i really want to make one.

also, i really want to know how i can put my comic on the internet, ink it (on the internet only, so do i have to use photoshop/paint/corel painter?), draw the backgrounds, and shade it in.

if you know of an art program that can help with this, please tell me!

any help from a professional would be appreciated.
