Skype can't connect

At my workplace, due to the number of international calls we make, we use Skype to keep costs down. I've just gotten around to installing it on my work laptop, and when I get through the 'create account' process to the point where it's trying to connect to Skype and I've got that little progress circle spinning, nothing happens. It just keeps spinning until it gives me the error 'Skype Can't Connect - contact network admin or try again later.'

Well, we don't have a network admin, and everyone else was able to just install Skype and just get started. I even tried signing in under and existing name, but again it hung up on the connection and I got the same error. Does anyone have an idea of what's going awry here?

    Check your Windows Firewall rules. Is Skype an approved program?

    It's both on the approved programs list, and I tried turning the firewall off and opening Skype then. The same issue persists.
