Laptop Power Cord/Hard Drive Fail?

Inspiron 1525 with a PA-10 power adapter. On the bottom of the actual laptop it says "For use with PA-12 Adapter." The local computer guy told my mom that the replacement PA-10 he gave her is fine, so she threw out the original (Broken) power cord. Upon bootup, we get a dos screen telling us that the dell cannot figure out what kind of power cord it is, so warning warning it may not work as intended, but has nothing about it being dangerous, just a "Your performance will be based on how much power it gets" message.

Now, according to the laptop diagonstics, the hard drive is dead. My mom took it to Best Buy and they seem to agree (Though it took them a week, and me about 10 minutes. Sigh.). However, it does start showing the windows loading screen on boot before it gets a blue screen. That implies to me that it can at least partially access the drive, otherwise it couldn't start getting windows, right?

So here's my questions. Is the hard drive likely dead? I'll be taking it with me and trying to test a new laptop HD in it, but I'm curious. Question two, anyone familiar with PA-10 power adapters or that laptop and can tell me if that's safe and/or going to charge the battery? If this is written weird or hard to read, let me know and I'll clarify any part. Thanks!
