I usually use a combination of Ebay, Edmunds, and KBB to get an "average" price.
Ebay suffers from not being where you live, so the prices can be skewed (rarity, etc.).
Edmunds is generally low balling what you'd be expected to pay. I find it's a good base number.
KBB is high, so it's a good "max" number.
I usually average those and give a range and thats what I look at paying.

I think that depends entirely on what kind of car you're looking for.
I know that KBB and Edmunds aren't very accurate at all, whereas on Ebay it's EXACTLY accurate across the nation.
I also don't buy very common cars, when I do buy cars, so they're probably going to be pretty much the same price regardless of region, so I can't really comment on that.
For instance, go check out Subaru Imprezia WRX's on Ebay. You can see that they are selling from $10k-15k. So I would expect that if I were buying it from a local seller, it would be within that range. You can't really break them down much more than that, because KBB and Edmunds are horrible resources.
For instance, the car that I previously had was a Ford Contour SVT. KBB and Edmunds say that on the high side they don't sell for more than $2500. I know three people who have sold theirs for $3000-$4000. There's no reliability in KBB or Edmunds.
