Basically the guy, Yang, was a Shoalin soldier who destroyed the town temple, but it was protected by 5 monks, one of which, Bak Mei, switched sides to work for the emperor. Yang wanted to be like him but was kicked out for being a pussy:

Dwarfstar was a villain introduced in All-New Atom, and created by Gail Simone. He shrinks.
Lady Vic first popped up in Nightwing, and has been frequently used by Simone as an enemy of the Secret Six, both in the second mini-series as well as the ongoing. She's your basic badass assassin.
