endless computer troubles

I have posted a few times regarding this computer I built for my brother, it worked fine for a couple of months and then it just stopped turning on. (no fans or anything)

Checked the power supply and that was good so I RMA'd the motherboard to MSI.

Got a new board back, put everything together and it would turn on, but will not get through POST. Initially I thought msi had sent back a motherboard with an out of date bios. Swapped out the original e5200 with a (borrowed) e2180 and it booted up fine, bios appeared to be up to date, I flashed it again to make sure. Put the e5200 back and it was still hanging at POST. RMA'd the original e5200 to intel, returned the e2180 back to it's owner.

got a new e5200 back from intel, put the computer together and again it hangs during POST. Tried swapping out the ram with a single stick from another computer and I still can't boot up. I guess I can get that e2180 back again to test with but it seems unlikely that I would get a DOA e5200 from intel.

I am at my wits end with this computer and the endless rma's and part swapping. Any ideas on what to do?

motherboard: MSI p45 Platinum (already rma'd once, new board booted with e2180)
processor: e5200 (original), e2180 (borrowed), e5200(new from intel)
ram: nanya ddr2-800 (from original build), samsung ddr2-800 (pulled from working dell)
video card :250 gts
hard drives and dvd drives have been disconnected during all of this testing
