International iPad question.

So to make a long story short, my friend is here from Finland and is on the fence about getting an iPad 3G to bring back with her. The question is whether or not she could easily use it in Finland, or what she'd have to do to make that happen. Would she have to jailbreak it, or is there a legitimate way for her to use it over there? (I'm referring to the 3G features, of course. I know normal functions will work fine.)
