It was a thriller/horror movie, wanna say it was made late 90's/early 00's. It's about a guy who takes people's body parts (an arm here, a leg there...) to build his very own Jesus on The Cross™ life-size playset. I remember once scene where a man whose leg is mangled after being blasted by a shotgun is sent out to the police with a gun taped to his hands and a bag taped over his head. The police shoot him and kill him, and the killer/psycho takes the mangled leg to add to his...thing.

Any ideas? I've never seen it since then.
