Yes, that card will perform marginally better than the 5770. Doesn't have the DX11 support however, and is a "last generation" card in terms of die and other features.
I thought that the 260 core 216 was marginally better than the 5770, but only by a factor of a handful of FPS. But that it generally wasn't really worth the price difference, unless you wanted nvidia features like their 3d or PhysX (because let's face it, you're probably not going to be using AMD's Eyefinity if you're buying a mid-range card)
You keep saying "high def"- which is a kind of worthless term here. "high def" can mean anything from 1280×720 (720p, a somewhat low resolution for an LCD display) to 1920x1080 (1080p) or higher (2560x1600 for a huge display)

So-what is the native display resolution on your primary PC monitor?
Which games you play is also an important factor. If you are only interested in Blizzard and Valve releases, for example, that is a very different situation than if you must play Crysis and Bad Company 2 at max settings.
Don't sweat it. That res is larger than what you're gaming on (they test with 19x12, you want to play on 19x10) and they have AA enabled (which u can easily turn off at those resolutions to gain a significant performance increase).
5830 is a bad buy unless you can get it at $200 or less. Its performance is closer to the 5770 than the 5850, but its MSRP is set at $240, and most of them are priced higher than that.
To make really demanding games like Bad Company 2 sing at 1920x1080, you will probably want a 5850, which you can get for about $280 if you keep your eyes open for deals.
That's the price you pay to play at native resolution on a higher res monitor, it takes a lot more horsepower.
However if you're going for something beefier like the 5850, you have to consider your Power Supply as well, from what you said about having an HD4350, I wouldn't think your computer came with a very powerful PSU.
yea i figured instead of having this issue or picking between like 3cards. i figured id just upgrade to a well heard of card that will run even better too
Just make sure your power supply (and case fans) can handle it.
