I'm making a mix tape for a group of people. I have some early favorites, but lets really get into it.
For instance, an unconventional choice: Light of a Fading Star by Flogging Molly. Listen to it around 2 minutes in. That's what I'm going for. I could fill up a CD with songs like Blower's Daughter / Falling Slowly (both good songs that will probably go on there) but I need more!
My super exciting montage CDs are well received, but I'm struggling with this. My heroes need to remember what crushing failure feels like after so many triumphs.
I don't know if it will fit with what you're doing, but Death Cab For Cutie: I Will Follow You Into The Dark is the saddest song I've heard in a while and I can't really shut up about it.

Do yourself a favor, and get the album Hospice by The Antlers. I cannot begin to describe it's depth, but I can say you will not be the same person afterwards
Seconding Needle in the Hay and most Cure songs, also you can probably find enough super depressing Pink Floyd songs to fill as many CDs as you could ever want to make.
And Kenna's Hell Bent is probably the most depressing song I've ever loved: hellbent

Seconding Elliot Smith (Needle in the Hay, Miss Misery - early version if possible - Going Nowhere, etc. Basically half of his songs might do the trick.)
I'm not sure if these are what you're looking for exactly, but...
The album is about a guy who has an emotionally abusive girlfirend who's dying of cancer. So while she abuses him and tells him he's worthless, he feels he has no choice but to stand by her side
I've only heard of about 3 bands/singers mentioned here and almost none of these songs. I don't know if that's a good thing or a bad thing. The ones I've seen seem to conform to the old "Everybody Hurts"-type sad song.
But in the vein of your Flogging Molly, I'll say Lady Luck by the Proclaimers (it's a bit obscure; youtube doesn't have any videos of it, so you'd need to test it out with a 30-second sample).

All for the sake of Love by Die Toten Hosen is somewhat similar (the original German version is around too), but this tends more towards the 'generic sad song' territory.
O Girlfriend by Weezer might be a bit transparent with its lyrics, but it might work as well.
Someone mentioned Hallelujah and its the only song from this thread whose title I recognize.
This version (in this case by Rufus Wainwright) from Shrek is probably the most accessible version.

I prefer the version by Ari Hest, who's version was the one in preview commercial for The Cleaner last year or something? (I believe Gary Jule's version of Mad World was the year before it)

Kathleen Edwards had some sad songs on her last album, but this one was best. Couldn't find a studio version on youtube.
My mom has always found this song to be very sad.
