So I'm tired of watching the episodes of The Office and 24 I've missed on my PC and would like to put the files (mostly DivX some MPEG) on DVDs. What free programs do I need and how do I do it?

There are lots of ways of doing it, some better than others. Obviously, the programs you pay for do a better job, but for the average person, the free alternatives out there are more than sufficient.
More than anything else, I simply suggest you check out doom9.org. The website is a great resource, and shows all the different ways you can do it. The guides are a great start, but they tend to be a bit outdated sometimes. A better resource, once you've got the basics down, is the forums.
TMPG is one program I used a lot for converting AVI files onto a DVD format, but I use a completely different system now and there may be better options out there.
Don't most stand-alone DVD players support DivX/XviD nowadays?
Here's some guide at doom9.org that seems to cover what you want, though I guess you'd need to first combine the avis/mpegs before re-encoding to mpeg2 and burning.
