The Guiding Principles and New Rules document is now in effect.
They're one of the most comprehensive notebook communities around - you can get advice/suggestions from notebook customers as well as manufacturers, resellers, and other "in the business" people.
Your question is really really vague to answer effectively, i'd suggest narrowing the search/suggestions down a bit:
Do you already have a make/model in mind?
Are you purchasing in the US?
If you don't have a make/model in mind, what do you intend to use the laptop for?
Budget?
All of the above issues can affect where the "best" place is to order a notebook from.
Wellp, see I had a laptop, but it got a little line of pixels through the screen every once in a while. It looks like I had to replace the ribbon cable. I was planning on doing it eventually, but today the damn thing won't even turn on. I've had it with this god damn laptop. I plan to open it up eventually and see if I can fix it. The warranty is also over, but all these problems started happening after the warranty ended. It's an HP pavillion notebook.
If I can't fix it I'm dropping this shit from the 6th story of a building.
I would like a to look into buying a new laptop, preferably something small, 12 inches or less. I figured maybe it would be cheaper to get one if it didn't already have Windows XP installed, which would be like 300 bucks. Not worth paying for that when I can install Ubuntu for free and still do all the shit I wanted to do.
