Best System for a Kane & Lynch-Style Game?

So, I just played through Kane & Lynch 2: Dog Days, and loved the characters, setting, atmosphere, etc., but the story was lacking and the gameplay kind of sucked. So, naturally, I wondered how I could do it better, and decided I wanted to run it as a tabletop RPG.

I was just curious if some of my fellow critical failures could recommend a good RPG system to run it in. My first instinct is Shadowrun, but I just wanted to see what else was out there that could run this well.

    While I havn't played it myself, I've heard good things about Fiasco.

    D20 System, but don't use a D20. Use 3D6 instead.


    3D6 is quickly becoming my most favorite random resolution method.
