Microsoft Application Error Reporting Configuration failed?

I'm trying to install VC++ 2010 Express and the installer fails every time when trying to install Microsoft Application Error Reporting. I've tried running the installer for Microsoft Application Error Reporting manually and it says it's collecting information then just quits with no message. When I check application logs I find this:

Product: Microsoft Application Error Reporting -- Configuration failed.


I've googled the hell out of this and can't find any solution. Hoping someone here might have had this issue before and knows of a way to fix it.

    Welp, I "fixed" it. I just had to, you know, do a fresh install of windows.
