Identification of German nazi pin/badge from 1933

I was given a nazi pin my grandfather recovered during WW2. I'm curious if anyone knows what it was for.
I think it's made from copper, it's in the shape of a shield with the swastika about center, the german eagle standing atop it. At the top it has the text "grenzland kundgebung der beamten der westmark". At the bottom it says "Koln 15 OKT 1933"
