I have a quick question, because my google-fu is able to answer this question.
I'm in China (in Changchun, in the Jilin Province) and I plan on going to Changbai Shan (Have a Wiki with some American teachers. We have been trying to figure out if camping is at all possible while we are there, and we can't find a clear/recent answer. It was banned at one point because of the Winter Olympics, and we can't find anything more recent than that.
Anyone have an idea/been to the area and know? If not, I guess we'll settle for hanging out at some local village/town and just take trips to the mountain.
My experience in China is just do it. If you get in trouble, it should be easy to talk yourselves out of it. Sounds like Korea thinks the mountain is theirs though, don't know if that could cause a problem or not.
If you do wander into the wilderness there, be damn sure you know exactly where you are at all times and stay well clear of the North Korean border. Don't be like those idiots hiking in Iraq and landing in Iranian political prison.
